• Legislative Advocacy

    PT Council's Legislative Advocacy Committee strives to promote awareness of local, state, and national education-related issues. Both the National and New York State PTAs encourage us to research and conduct analysis on issues and positions critical to the goals of our organization.  Check back regularly for additional information and updates.

    It was a full cafeteria on Friday, February 1, 2019 when the PT Council hosted Scarsdale’s elected officials for the
    2nd annual PTC Legislative Breakfast

    Included in attendance was US Representative Elliot Engel, State Senator & Majority Leader Andrea Stewart-Cousins, State Senator Shelley Mayer, Assemblywoman Amy Paulin, Regent Judith Johnson, Westchester County Legislature Chairman Ben Boykin, and Mayor Dan Hochvert.  Federal, state & local representatives discussed issues impacting the Scarsdale school community while mingling with parents, teachers, staff, administrators, and representatives from other Scarsdale civic organizations.  Village Trustees & Scarsdale Board of Education Members attended the breakfast as well and were able to discuss issues one on one with other attendees during the mingling portion of the event.

    Scarsdale Superintendent Thomas Hagerman introduced each panelist before they explained their efforts as it relates to education and Scarsdale.  Some of the topics addressed included:  the new Federal SALT law that impacts local tax deductibility, recently passed legislation reforming State election laws & decoupling APPR with State test scores, common sense gun legislation efforts, and the importance of arts and SEL in education.  Several Scarsdale High School students were in attendance and were able to interact and also ask questions of the representatives.
    Teacher Evaluations
    State legislators repealed a law linking teacher evaluations to students’ scores on standardized tests.

    E-Cigarettes & Electronic Nicotine Device Systems (ENDS)

    At the Village Board of Trustees Meeting on January 22, 2019 at 8pm a public hearing was held regarding amending Sections 310-2, 310- 12, 310-67, 310-70, & 310-89 of Chapter 310 of the Scarsdale Village Code Entitled Zoning.  

    In summary the amendment would prohibit the sale of Electronic Nicotine Device Systems (ENDS) or e-cigarettes within 1000ft from any public or private school, nursery school, day care center, house of worship, youth center, playground, park, library,  or arcade.  

    (Please note that this proposal also includes a prohibition of the sale of fire arms or ammunition within a 250ft zone from any public or private school, nursery school, day care center, playground, house of worship.  The PTC’s statement did not address this fire arm/ammunition zoning proposal.)

    SHS PTA , other organization representatives, and several individual citizens were also present to make statements in support of the zoning amendment.  Additionally, the Advisory Council on Youth and many others submitted written statements in advance of the meeting in support of the zoning amendment.  

    The zoning proposal is scheduled for a final vote by the Village Trustees at their next meeting on February 13th.
